Barnet, Enfield and Haringey Mental Health NHS Trust (BEH) provides healthcare services locally, regionally and nationally. We serve a population of 1.2 million, employ more than 3,300 staff, and operate from over 20 main sites in the community. As a multiple award winning Trust we provide mental health services for young people, adults and older people, and have a full range of child and adult community health services in Enfield. Our North London Forensic Service treats and cares for people in the criminal justice system who have mental health conditions. We also provide one of the largest eating disorders services in England, as well as drug and alcohol services, and mental health liaison services at Barnet Hospital and the North Middlesex University Hospital.

                 The Board of Barnet, Enfield, Haringey Mental Health NHS Trust are embarking on a period of service development and transformational change. We are now looking for a Director of Estates & Facilities to play a key role in achieving these ambitions.                                                                                        

Main duties of the job

The post holder will be responsible for ensuring service users and visitors are treated in the safest possible environments and that staff have the most optimal conditions in which to deliver care to service users and their families. They will lead, working closely with the Director of Planning and Partnerships, on the development of the Trust’s transformation plan for its overall estate’s footprint (over 20 sites, including 5 inpatient sites with 585 beds) and advance solutions which enable the cost-effective delivery of health services. They will also be the Trust’s Sustainability Lead. The post holder will be the Director-level lead for all estates and facilities related services, hard and soft FM, capital projects and related compliance responsibilities for the Trust, providing Board assurance on all such matters through the Chief Finance and Investment Officer. We are looking for an exceptional estates professional with the ability to think and plan strategically, tactically and creatively. They will also have the ability to inspire and enthuse others as well as the intellect and interpersonal skills to command the respect of clinicians and managers as well as external stakeholders. Detailed job description and main responsibilities

The post-holder will have specific areas of accountability and responsibility in regard to the following areas: · Ensure through design management that Estate and Facilities solutions achieve best practice in the control of infection in patients and clinical areas. · Ensure through liaison with other Directors that estate solutions achieve clinical requirements and enhance patient and staff well-being. · Monitor and manage the cost and quality of all Estates and Facilities services to provide the most effective balance between in house and external resources. · Develop a sustainability strategy to ensure that the Trust minimises its carbon emissions and achieves lowest unit prices, as well as complying with carbon emission regulations. · Lead on completion of all estates related statutory returns and records in line with building regulations, legislation and Department of Health requirements, including PLACE and Premises Assurance Model. · Ensure that all staff within the Directorate are treated in line with the Trust’s values, promote the Trust’s ‘Making your voice count’ Inclusion programme, and support their overall health and wellbeing. · Accountable for all aspects of estate construction and engineering maintenance within the Trust with due regard for statutory obligations. · To lead in offering professional and technical advice to the Trust on the interpretation of estates legislation. · Ensure the Directorate delivers quality, operational, financial and workforce performance against agreed plans and hold team members to account for the delivery of their plans.

  • Graduate in Estates and Facilities relevant discipline or equivalent level of experience.
  • Master’s degree or equivalent/proven post-graduate level ability and experience.
  • Membership of an appropriate professional body.
  • Evidence of continuing Professional Development.
Desirable criteria
  • Management qualification.

Experience

Essential criteria
  • Extensive experience working in a senior estates and facilities management role.
  • Extensive experience of working in an estates related field.

Knowledge

Essential criteria
  • HS procedures, standards and Health & Safety requirements in relation to Estates and Facilities.
  • Clinical Governance Framework Standards relating to Estates & Facilities.

Skills

Essential criteria
  • Able to demonstrate strong project management skills.
  • Ability to influence, negotiate and persuade regarding highly complex or highly sensitive issues to stakeholders, including staff and patients
